Developers Ignore Poors' Realty QuotaBy ugesh sarkar, Section Gurgaon Real Estate Property Increase in land reservation limit for low income group ( LIG) and economically weaker section ( EWS) of the society might not be possible till the time ` profiteering' remains the purpose of real estate in the country.An analysis conducted by the industry body Assocham said housing remains a dream for the middle and lower middle class people as the present National Housing Policy that recommends reservation of 15 per cent of the land area in all new housing projects, is hardly executed.
![]() Encouraging integrated townships and special economic zones ( SEZs), the National Urban Housing and Habitat Policy called for reservation of 10- 15 per cent land in every new public and private housing projects or 20- 25 per cent floor area ratio ( FAR), whichever is greater to for EWS and LIG housing through appropriate spatial incentives. States such as Uttar Pradesh, Punjab, Kerala, Maharashtra and Rajasthan have been active on the issue. But implementation within the new projects is still a hurdle.
But the developer lobby seems to be in a denial mode over the increase in the reservation limit. A Delhi- based well- known developer, who requested anonymity, said, " On practical grounds, such reservations are not possible. It would decrease developer's profit margins and would also affect saleability." Lending to the group remains one of the major problems in the country. To some extent, increased reservation might lead to the problem of repayment of loans. The loan disbursement amount will rise with increased applicants. Subhankar Mitra, AVP, Strategy Consulting, Jones Lang LaSalle- Meghraj, said, " EWS or LIG might have irregular source of income. Whether persons allocated these units in a project through reservation would be able to repay the amount or not is the prime question. Even if the rates are reduced government needs to do a proper check on the source of income." The developer community has also been ignoring a fact that inclusion of the LIG would support the inhabitants of a project and the overall social infrastructure of the area. For instance, members of this group form the workforce for all sorts of jobs. EWS units near the premium apartments might not look good but would be beneficial in the longer run.
Gulam Zia, national director ( research and advisory services), Knight Frank India, said, " One of the very basic norms of town planning calls for balanced growth approach. An ideal city development plan must be an inclusive one where people of different strata of society could stay in close proximity to each other." " Most of the new- age premium developments exclude the middle and lower class of the society. As a result, we come across cases where the domestic helps and drivers are to travel a long distance to cater to the needs of this upper class society. The social divide thus created can be detrimental in the long run," he added.
